Border Crossing Requirements

Insurance Requirements:
Insurance is not currently mandatory to enter Cambodia with a foreign vehicle, but new regulations are expected to make third-party coverage compulsory in 2025. For now, many travellers still choose local coverage such as Forte Insurance, which is widely accepted in Cambodia.
In contrast, Thailand requires insurance for any foreign vehicle entering its borders. You can purchase Thai third-party insurance (e.g., from AXA) online before your trip. This step must be planned.
Don’t forget the Foreign Vehicle Permit (FVP); it is mandatory for foreign vehicles entering Thailand, unless your vehicle is registered in Laos, Malaysia, or Singapore. Currently, the FVP is required most of the time, even for motorbikes.
Required Original and Printed Documents at the Border (Cambodia-Thailand/Thailand-Cambodia):
Valid passport (main photo page and cover)
Vehicle registration document in your name (or proof of authorised use)
Valid driver’s license (ASEAN or international with an IDP)
For Thai Vehicles Entering Cambodia:
TM2 form (Information of Conveyance)
TM3 form (Passenger List), if applicable
For Foreign Vehicles Entering Thailand:
Foreign Vehicle Permit (FVP) -> must be arranged in advance
Thai third-party insurance certificate
Fees:
100 THB processing fee for Thai vehicles entering Cambodia
USD 35 visa fee to enter Cambodia (bring exact USD cash)
Approx. 705 THB for the FVP to enter Thailand (includes admin + usage fees)
Tips and Advice:
Use the O'Smach (Chom Chom) border crossing instead of Poipet if you're on a motorbike. It's generally smoother and less stressful.
Other recommended crossings: Choam, Sa-Ngam, Phsar Phrum, Banpuggard.
Avoid military-only border points.
Bring photocopies of all your documents and have exact change for any fees.
Cross during off-peak hours to avoid delays.
If you plan to enter and exit Cambodia at different border points, you must arrange this in advance online. By completing the eCustoms form for temporary vehicles before your trip, you won’t have to leave your vehicle’s “green book” at the border. If you don’t complete the form, you’ll be required to leave the green book behind, and you won’t be allowed to exit through a different border.
Cambodian Regulations and Entering/Exiting at Different Border Points:
According to the Prakas on the Implementation of Safety Rules and Regulations to Facilitate Self-Driving Tours, travellers entering Cambodia temporarily with a vehicle must:
Complete a summary declaration form at the border
Submit copies of your passport, license, and vehicle registration
As of now, you are temporarily exempt from needing a Cambodian insurance card, but this will change soon
Exiting Cambodia at a Different Border Than the Entry
If you plan to enter Cambodia at one checkpoint and exit at another, you must arrange this online before arrival.

Visit the Cambodian Customs portal:

Upload these documents:
Two photos of your vehicle registration (cover + name page)
Two photos of your passport (cover + photo page)
Two photos of your ID card (front and back)
Two photos of your driver’s license (front and back)
Fill in:
The border point where you plan to exit
Your intended departure date
Cambodian Regulations: According to the Prakas on the Implementation of Safety Rules and Regulations to Facilitate Self-Driving Tours, the key requirements for bringing a temporary entry-exit vehicle into Cambodia include:
Completing a summary declaration form (entry) and submitting it to the customs officer at the border.
Providing copies of your passport, driver's license, vehicle identification, and other required documents.
Temporarily exempted from the requirement for a Cambodian legal insurance card.
